Mexico's pandemic management and the absence of measures have been harshly criticized as being disproportionate. This paper examines whether the proportionality principle was properly applied to Mexico's COVID-19 response and outlines three reasons against such an endeavor, namely (i) the content of “proportionate measures” remained insufficiently well defined, (ii) there were yet fundamental rights conflicts to resolve, and (iii) the situation was moreover characterized by epistemic uncertainty.

La violencia en México, específicamente en algunos estados de la República mexicana en donde la población se enfrenta a situaciones de peligro, tiene como una de tantas consecuencias la ausencia de personal médico que se desempeñe como profesional y proporcione servicios de salud en estas zonas rurales. En este sentido, es de considerar que la asignación de recursos humanos en salud es fundamental para el funcionamiento de un sistema eficiente y observar las causas por las que médicos que desde el (...) servicio social hasta el desempeño de su especialidad no consideran trabajar en lugares en donde se sienten vulnerables. En este proceso, es importante visibilizar los cuestionamientos éticos que pueden surgir por lo que este trabajo pretende dar importancia al tema de la exposición de circunstancias, hechos y cifras dentro de esta problemática y plantear las cuestiones normativas pertinentes dentro de este contexto. Objective Gather information from physicians about factors contributing to unnecessary noninvasive imaging and impact of possible solutions. Methods Qualitative study of 14 physicians using a phenomenological approach and the Theoretical Domains Framework. Results Most participants self-reported that >10% of the imaging tests they order are unnecessary. External sources of pressure included: peer-review, patient demands, nursing expectations, specialist requests, as well as prior experience with patient advocates, and the compensation and pension system. Internal sources of pressure included reliance on anecdote, self-doubt (...) about diagnoses, and fear of missing a diagnosis and of professional liability. Participants expressed both optimism and concern about potential solutions, such as adopting decision support software. Conclusion Physicians are under pressure from multiple sources to order unnecessary imaging. Peer review, nursing expectations, and perceptions about Veteran compensation and pension are newly reported contributing factors. (shrink)

Equal access to vaccines has been one of the key ethical challenges during the COVID-19 pandemic. Most scholars consider the massive purchase and hoarding of vaccines by high-income countries, especially at the beginning of the pandemic, to be unjust towards the vulnerable living in low-income countries. A recent proposal by Andreas Albertsen of a vaccine tax has been put forward to remedy this problem. Under such a scheme, high-income countries would pay a contribution, conceptualised as a vaccine tax, dedicated to (...) buying vaccines and distributing them to low and middle-income countries. Proceeding from this proposal, we critically assess the feasibility of a vaccine tax and suggest how to conceptualise and implement a vaccine tax in practice. We present our ‘VaxTax model’ and explore its comparative advantages and disadvantages while considering other possible measures to address the global vaccine access problem, also in view of future pandemics and disease outbreaks. Plagiarism is a serious, yet widespread type of research misconduct, and is often neglected in developing countries. Despite its far-reaching implications, plagiarism is poorly acknowledged and discussed in the academic setting, and insufficient evidence exists in Latin America and developing countries to inform the development of preventive strategies. In this context, we present a longitudinal case study of seven instances of plagiarism and cheating arising in four consecutive classes of an Epidemiology Masters program in Lima, Peru, and describes the implementation (...) and outcomes of a multifaceted, “zero-tolerance” policy aimed at introducing research integrity. Two cases involved cheating in graded assignments, and five cases correspond to plagiarism in the thesis protocol. Cases revealed poor awareness of high tolerance to plagiarism, poor academic performance, and widespread writing deficiencies, compensated with patchwriting and copy-pasting. Depending on the events’ severity, penalties included course failure and separation from the program. Students at fault did not engage in further plagiarism. Between 2011 and 2013, the Masters program sequentially introduced a preventive policy consisting of: intensified research integrity and scientific writing education, a stepwise, cumulative writing process; honor codes; active search for plagiarism in all academic products; and a “zero-tolerance” policy in response to documented cases. No cases were detected in 2014. In conclusion, plagiarism seems to be widespread in resource-limited settings and a greater response with educational and zero-tolerance components is needed to prevent it. (shrink)

This study investigates the differences in ethical beliefs between males and females. One hundred and seventy five business students were presented with four scenarios and given the Reidenbach-Robin instrument measuring their ethical reactions to these scenarios. Contrary to previous research, the results indicate that the two groups have similar ethical beliefs, and they process ethical information similarly.

Background: Pulsed dye laser is the gold standard for treatment of port-wine stain birthmarks but multiple treatments are required and complete resolution is often not achieved. Posttreatment vessel recurrence is thought to be a factor that limits efficacy of PDL treatment of PWS. Imiquimod 5% cream is an immunomodulator with antiangiogenic effects. Objective: We sought to determine if application of imiquimod 5% cream after PDL improves treatment outcome. Methods: Healthy individuals with PWS were treated with PDL and then randomized to (...) apply posttreatment placebo or imiquimod 5% cream for 8 weeks. Chromameter measurements for 57 PWS sites were taken at baseline and compared with measurements taken 8 weeks posttreatment. The Δa and ΔE were measured to quantify treatment outcome. Results: Two patients developed minor skin irritation. Other adverse effects were not noted. Average a was 0.43 for PDL + placebo sites and 1.27 for PDL + imiquimod sites indicating a greater reduction in erythema with imiquimod. Average E was 2.59 for PDL + placebo and 4.08 for PDL + imiquimod, again indicating a greater color improvement with imiquimod. Limitations: Effects were evaluated after a single treatment and duration of effect is unknown. Conclusion: Combined selective photothermolysis and antiangiogenic therapy may enhance PWS treatment efficacy. © 2011 by the American Academy of Dermatology, Inc. (shrink)

El presente trabajo de tesis se centra en el estoicismo, en la obra titulada Disertaciones que recoge las enseñanzas de Epicteto pero que fue recopilada por Arriano. Es en tal texto en el que principalmente basamos la presente tesis. Analizamos las enseñanzas de Epicteto, filósofo nacido en Hierópolis (Frigia) hacia el 55 d.C., que fue un liberto que se adentró en el estoicismo tras asistir a las clases del filósofo Musonio Rufo; gracias al permiso de su amo Epafrodito pudo asistir (...) a las pláticas de tal erudito. Los dos temas a tratar, el poder y el amor, que forman parte de la ética y de la filosofía política –estoicas-, así como de la epistemología, la física y la metafísica, por ser el sistema estoico uno que está estrecha y racionalmente interconectado, han sido abordados por investigadores recientes desde distintos ámbitos y perspectivas. El poder y el amor son conceptos que deben de ser explicados y analizados a partir de los conceptos mencionados de “sentimiento”, “inclinación”, “pasión”, “bueno”, “malo”, además de los de “virtud”, “vicio”, “indiferente”, “oikéiosis”, “deber”, “sabio”, “libertad”, etc. Por lo que ambas categorías han sido abordadas desde su vinculación con, o a partir de su explicación a través de, uno o varios de los conceptos mencionados. In the following article we make an analysis of the paper of the First World War in a possible “philosophy of the history” of the British historian Eric Hobsbawm. To achieve this we first give three axial arguments to defend our position that asserts that Hobsbawm developed, in a certain way, a philosophy of history. Then we move on enumerate the causes that the historian found triggered the Great War, in order to comprehend the nature and functionality of them inside (...) of his philosophy of history. We end reflecting on the meaning of the First War inside the global historical evolution, in so far as that specific strife, according to Hobsbawm, signified for mankind both progresses and regressions on various areas of the life. It was a strife that seems to simultaneously mean, therefore, a hope and a deception for the rationalistic objectives of the Enlightenment and the ends of Marxism. (shrink)

Heidegger, en la que se distinguen tres etapas: la primera vertida al hombre, la segunda revertida al ser y, mediando ambas, una etapa transversal que articula en el lenguaje el ser y el hombre, ya que el ser es apalabrado por el hombre en el lenguaje. En el decurso de la obra destaca el episodio nacionalsocialista (...) de Heidegger, así como su romanticismo y su religiosidad. Pero al fondo de todo está la cuestión del ser, interpretado como el símbolo radical del sentido de la existencia. El ser se concibe como “trascendencia inmanente”, a la vez sublime y abismático, donación y refugio, oferencia. El autor estudia el ser heideggeriano como un concepto mitológico, cuyo sentido dice acontecer existencial y acontecimiento esencial (Er-eignis). (shrink)

Recent EEG studies on the early postmortem interval that suggest the persistence of electrophysiological coherence and connectivity in the brain of animals and humans reinforce the need for further investigation of the relationship between the brain’s activity and the dying process. Neuroscience is now in a position to empirically evaluate the extended process of dying and, more specifically, to investigate the possibility of brain activity following the cessation of cardiac and respiratory function. Under the direction of the Center for Healthy (...) Minds at the University of Wisconsin-Madison, research was conducted in India on a postmortem meditative state cultivated by some Tibetan Buddhist practitioners in which decomposition is putatively delayed. For all healthy baseline and postmortem subjects presented here, we collected resting state electroencephalographic data, mismatch negativity, and auditory brainstem response. In this study, we present HB data to demonstrate the feasibility of a sparse electrode EEG configuration to capture well-defined ERP waveforms from living subjects under very challenging field conditions. While living subjects displayed well-defined MMN and ABR responses, no recognizable EEG waveforms were discernable in any of the tukdam cases. (shrink)

BackgroundDiagnosis and treatment of differentiated thyroid carcinomas cause anxiety and depression. Additionally, these patients suffer hormonal alterations that are associated with psychological symptoms. This study aims to evaluate the effectiveness of a psycho-oncological intervention based on counseling to reduce anxiety and depression related to the treatment in patients with DTC.MethodsA non-randomized controlled study, with two groups [experimental group, n = 37, and control group, n = 38] and baseline and posttreatment measures, was designed. Patients in the EG received a psycho-oncological (...) intervention based on counseling in addition to the standard treatment. The independent variable was the assigned group and the dependent one was the evolution of anxiety and depression, which were analyzed separately, and both were evaluated using the Hospital Anxiety and Depression Scale. Other relevant covariables related to the quality of life were also analyzed using Short Form-36 Health Survey and Psychological General Wellbeing Index scales.ResultsThe difference of the posttreatment-baseline variation showed a statistically significant reduction in anxiety and depression in the EG in relation to the CG. The mean of the Psychological General Wellbeing Index scales score increased significantly in the EG and decreased significantly in the CG. All the baseline and the posttreatment scores of the variables evaluated showed a statistically significant improvement in the EG vs. the CG.ConclusionThis study demonstrates significant benefits of psycho-oncological intervention based on counseling in anxiety, depression, QoL, and wellbeing of the patient with differentiated thyroid carcinomas. For this illustrated book, David Hill has taken photographs of many of the actual sites Turner (...) sketched on his northern tour. The paper explores Alonso de la Veracruz's theses on civil power, which sought to integrate the native inhabitants of the New World into the Spanish political community. These theses, which have usually been associated with F. de Vitoria and Spanish Thomism, have recently come to be considered part of a Novohispanic republicanism developed in the American periphery. The article seeks to show that the purpose of such theses was to apply a theory of natural rights that did not entail the political participation of the indigenous population, as well as to analyze Veracruz's position regarding cultural diversity and the war against the indigenous peoples. Pavel Florenski es un exquisito escritor ruso, filósofo, científico y teólogo, nacido en Rusia en 1882 y fusilado por el régimen soviético en 1937, influenciado por L.Tolstoi y colega de M. Bulgakov. Sacerdote ortodoxo casado, es autor de una obra tardíamente conocida, en la que destaca La columna y el fundamento de la fe, y que yo he podido conocer gracias a un amigo italiano, Nunzio, al tiempo que me regala la obra El pensamiento polifónico de P. Florenski2. Me quedo (...) sorprendido por el interés de este pensador efectivamente polifónico, cuya clave musical está en la noción radical de la relación, lo que me recuerda a nuestro Angel Amor Ruibal, pues la relación separa y repara todas las cosas y sus antinomias, si bien en el ruso la relación se constituye específicamente a través del simbolismo, y de un simbolismo de signo platónico-cristiano. En efecto, el platonismo de Florenski es un platonismo encarnado, así pues un idealismo encarnatorio, según el cual hay que conectar la inmanencia fenoménica con la trascendencia nouménica, y viceversa, de acuerdo con la divisa propia de todo humanismo cristiano: salvaguardar lo divino es salvaguardar lo humano.
